The bullseye in the center of each design when selected is called the Center of Rotation. Read on for more about how and when to use the center of rotation and how to remove it in Silhouette Studio.
The Center of Rotation can be used to put your designs around a path...
It's easy though to turn off the bullseye in Silhouette Studio.
If you want to get rid of the bullseye on the current design you're working on, simply press the letter "O" on your keyboard.
If you want to turn off the Center of Rotation by default you can do that too. Click the gear in the bottom right corner to open Preferences.
Click the Defaults tab and then uncheck the box for Show Center of Rotation.

Thank You! That has been driving me crazy lately. I tried everything to turn it off.
